Mandates equitable program opportunities for female inmates compared to male inmates, including access to master's level education courses

Requires vocational programs and certifications to be relevant to current workforce demands and opportunities

Extends program accessibility requirements to defendants confined in state jail felony facilities

Requires TDCJ to submit an annual report by December 31 to the governor, lieutenant governor, speaker of the house, relevant legislative committees, and the reentry task force detailing policy changes and programs available to female inmates, with publication on the department's website
