Expands the Texas Maternal Mortality and Morbidity Review Committee's duties to explicitly include studying and reviewing deaths related to voluntary termination of pregnancy (abortion)

Requires the committee to analyze trends, rates, and disparities in pregnancy-related deaths and severe maternal morbidity specifically including those related to voluntary termination of pregnancy

Removes the existing exemption that prohibited the collection, maintenance, and disclosure of records pertaining to voluntary termination of pregnancy under this chapter

Maintains the exemption for therapeutic termination of pregnancy records, which will continue to be excluded from collection and disclosure requirements

Takes effect immediately if passed by two-thirds vote of both legislative chambers, otherwise takes effect September 1, 2025
