Adds air conditioning status as a new scoring criterion for private activity bond applications and low income housing tax credit applications evaluated by the Texas Department of Housing and Community Affairs

Requires applicants to have air conditioning in all units they own, as well as in all units owned or operated by any housing authority or governmental entity from which they receive financial assistance or partner with on affordable housing projects

Mandates that applicants requesting a letter of support from their state representative must disclose the percentage of units (owned or operated as described) that are equipped with air conditioning

Requires the department to award negative points to housing tax credit applications if any of the relevant units lack air conditioning

Applies to applications submitted during the 2026 qualified allocation plan cycle or later, with an effective date of September 1, 2025
