Amends Section 526.0051 of the Government Code to change the priority system for awarding family planning service funds, prioritizing entities with demonstrated, evidence-based historical capability of achieving patient and service utilization goals, followed by entities with increased probability of achieving those goals

Removes the previous tiered priority system that ranked public entities (state, county, local clinics, federally qualified health centers) above nonpublic entities providing comprehensive care, and those above nonpublic entities providing only family planning services

Requires the commission to ensure equitable access to family planning services in all regions of the state, replacing language that only prohibited "severely limiting or eliminating" access

Repeals Chapter 2273 of the Government Code and Section 32.024(c-1) of the Human Resources Code, which contained prohibitions on the provision of women's health and family planning services

Takes effect September 1, 2025
