Expands the definition of "critical infrastructure" to include remote sensing technology (such as LiDAR), transportation infrastructure systems (traffic enforcement cameras, school bus infraction detection systems, speed detectors), modems, and routers

Prohibits governmental entities from using remote sensing technology or transportation infrastructure systems purchased or leased from foreign-owned companies designated as threats to critical infrastructure, effective July 1, 2026

Requires the governor to consider designating as a threat to critical infrastructure any country or person identified as a foreign adversary by the U.S. Secretary of Commerce under federal regulations (15 C.F.R. Section 791.4)

Applies only to contracts or agreements entered into on or after September 1, 2025; existing contracts remain governed by prior law

Amends Chapter 2275 of the Government Code, which addresses restrictions on contracts with certain foreign-owned companies
