Adds a definition of "managed assigned counsel program" to the Texas Family Code, referencing the definition in Article 26.047 of the Code of Criminal Procedure

Allows confidential juvenile records and information to be shared with managed assigned counsel programs responsible for appointing attorneys to represent children in juvenile proceedings

Permits managed assigned counsel programs to access these records specifically to determine indigence and to fulfill duties related to appointing and overseeing appointed counsel after a request is made

Authorizes managed assigned counsel programs to inspect or copy physical and electronic records from juvenile courts, court clerks, juvenile probation departments, and prosecuting attorneys

Applies to all juvenile records regardless of whether they were created before, on, or after the effective date, with implementation set for September 1, 2025
