Authorizes law enforcement agencies investigating election law offenses to submit investigation reports directly to the Texas Court of Criminal Appeals, bypassing local prosecutors

Requires the Court of Criminal Appeals to appoint a special prosecutor upon receiving such a report to review the findings and evidence

Special prosecutor must decide whether to bring criminal charges, decline prosecution, or request further investigation from the law enforcement agency

Special prosecutor eligibility requires being a prosecuting attorney from a non-overlapping jurisdiction (unless the investigating agency has statewide jurisdiction) and having appropriate experience for the case
