Expands randomized county election audits from 4 counties to 16 counties after each November uniform election date, with 13 counties having populations under 300,000 and 3 counties having populations of 300,000 or more

Requires all counties and political subdivisions authorized to hold elections to register with the secretary of state and notify them of each election at least 90 days before the election date

Mandates audits cover voter registration list accuracy, voting equipment testing procedures, chain of custody documentation, early voting by mail procedures, and provisional ballot procedures

Authorizes the secretary of state to withhold state-funded election expense reimbursements for up to two years from counties or subdivisions that willfully fail to comply with audit document requests

Establishes a pilot program (expiring September 1, 2027) requiring the secretary of state to develop ballot accounting procedures to track each numbered ballot prepared in one randomly selected small county per audit cycle

Requires audit reports to be published on the secretary of state's website, including major findings affecting election outcomes, voter disenfranchisement determinations, and recommended changes to election practices
