Adds selling or misrepresenting electric bicycles to the list of deceptive trade practices under Texas law, making it illegal to sell vehicles as electric bicycles if they don't meet the legal definition or are misidentified by class (Class 1, 2, or 3)

Tightens the definition of "electric bicycle" to exclude bikes that can exceed 20 mph on throttle power alone, bikes that can be easily modified to bypass speed/power restrictions via switches, software, or apps, and bikes that fail to meet statutory requirements

Permits operation of Class 1, 2, and 3 electric bicycles in state parks and on public land where traditional bicycles are allowed, but prohibits Class 2 and Class 3 e-bikes on natural-surface singletrack trails

Authorizes state agencies and local governments to regulate electric bicycle operation on paths and trails under their jurisdiction

Takes effect September 1, 2025, with the deceptive trade practices provisions applying only to acts occurring on or after that date
