Requires Texas public institutions of higher education to develop and implement a complaint process for students to report discrimination or harassment based on race, color, or ethnicity, including an online reporting website, hotline, and anonymous reporting option

Mandates annual notification to freshman and returning students about the institution's anti-discrimination policy and how to file complaints with the institution, the U.S. Department of Education's Office for Civil Rights, and the institution's accrediting agency

Requires institutions to inform students of the number of discrimination and harassment complaints received by each reporting entity during the preceding academic year

Requires institutions to publicly post complaint statistics on their websites

Applies beginning with the 2025-2026 academic year, with an effective date of September 1, 2025 (or immediately upon passage with two-thirds vote)
