Expands mandatory expulsion to apply to student conduct occurring "on or off of school property" rather than only on school property or at school-sponsored activities

Adds assault against a school district employee or volunteer (under Penal Code Section 22.01(a)(1)) as a new mandatory expulsion offense, upgrading it from discretionary expulsion

Removes the previous provision allowing discretionary expulsion for certain violent offenses (aggravated assault, sexual assault, murder, aggravated robbery) committed against another student off school property

Eliminates Section 37.007(d) which previously addressed specific circumstances for expulsion based on Title 5 felonies or aggravated robbery against another student

Applies beginning with the 2025-2026 school year and takes effect immediately with two-thirds legislative vote or September 1, 2025
