Authorizes the Public Utility Commission of Texas (PUC) to retain consultants, accountants, auditors, engineers, or attorneys to represent the commission in proceedings before regional transmission organizations or related court reviews

Retained professionals may conduct studies and investigations, present evidence, advise the commission, or provide representation on matters involving electric utility relationships with power regions, affiliate coordination agreements, or issues affecting retail customer rates

Requires the electric utility subject to a proceeding to pay the reasonable costs of retained services, capped at $1.5 million per 12-month period

Allows electric utilities to recover paid costs plus carrying charges through an annually established rider, subject to PUC review and approval

Prohibits the PUC from engaging registered lobbyists and requires consultation with the attorney general before retaining non-attorney professionals, with attorney retention requiring attorney general approval
