Renames the Josey School of Vocational Education at Sam Houston State University to the "Polytechnic College" and updates its mission from vocational education to workforce training

Changes the college's training programs from specific trades (like plumbing, auto mechanics, photography) to flexible workforce training leading to occupational skills awards or level one/two certificates as defined by the Texas Higher Education Coordinating Board

Requires the Texas Higher Education Coordinating Board to recommend funding for the college in the same manner as a public state college, replacing the previous tuition cap of $500 per academic year

Adds the Polytechnic College as an eligible institution for the Texas Educational Opportunity Grant Program beginning with the 2026 fall semester

Includes the Polytechnic College in the definition of "lower-division institution of higher education" for purposes of the Texas Reskilling and Upskilling through Education (TRUE) Program, effective for grants awarded starting fall 2025
