Texas Department of Criminal Justice must transfer approximately 14.999 acres of state-owned land in the P. Gray League, Walker County, to Walker County as soon as practicable

Walker County may use the transferred property only for a justice center; any other use triggers automatic reversion of ownership back to TDCJ

Property ownership automatically reverts to TDCJ if Walker County fails to use the land for a justice center within 10 years of the transfer date

The transfer is exempt from Sections 31.158 and 31.159 of the Natural Resources Code, which typically govern state land transfers

The act takes effect immediately with a two-thirds vote of both legislative chambers, otherwise September 1, 2025; passed the Senate 31-0 on April 16, 2025, and the House 147-0 on April 29, 2025
