Establishes standards for crisis centers operating in Texas, requiring them to contract with the 988 Suicide & Crisis Lifeline, deploy mobile crisis outreach teams, provide linguistically and culturally competent care, and offer follow-up services to callers

Creates mobile crisis outreach teams and youth crisis outreach teams composed of qualified mental health professionals to provide emergency care, urgent care, and crisis follow-up and relapse prevention services

Establishes the 988 Suicide and Crisis Lifeline Trust Fund, held outside the state treasury and administered by the Health and Human Services Commission, to fund crisis services, personnel, and infrastructure improvements

Authorizes a fee on local exchange lines, wireless connections, VoIP connections, and prepaid wireless purchases to fund the trust fund, with the fee amount set by rule to cover costs of suicide prevention services

Requires annual reports to the legislature, Federal Communications Commission, and Substance Abuse and Mental Health Services Administration detailing trust fund deposits, expenditures, fee revenue, and crisis center usage
