Amends the Election Code to allow the Secretary of State to use political contributions to pay for rent, utilities, and other reasonable housing expenses for maintaining a residence in Travis County if they do not ordinarily reside there

Extends an existing exception that already permits state legislators who live outside Travis County to use political contributions for Austin-area housing costs

Specifies that such housing-related payments are not considered prohibited "personal use" of political contributions

Declares the amendment is intended to clarify existing law rather than create new policy

Takes effect immediately with two-thirds vote of both legislative chambers, otherwise effective September 1, 2025
