Increases public hearing notice requirements for municipal development moratoriums from 4 days to 30 days before the hearing, and requires certified mail notice to persons who previously requested notification

Requires municipalities to hold two public hearings on proposed development moratoriums, with at least 30 days between the first and second hearings

Eliminates the temporary moratorium provision that previously allowed municipalities to stop accepting permits immediately after publishing notice

Requires a two-thirds supermajority vote of all governing body members for final passage of a moratorium ordinance, with at least two readings separated by 28 days

Sets all development moratoriums to expire after 90 days unless extended, limits total duration to 180 days, and prohibits new moratoriums addressing the same issue for two years after a previous moratorium expires
