Prohibits school districts from employing uncertified teachers as teachers of record for reading/language arts and mathematics courses in grades K-5, mathematics courses in grades 6-8, and courses requiring at least two years of relevant coursework or experience for certification

Defines "teacher of record" as a person who teaches the majority of the instructional day in an academic setting and is responsible for evaluating student achievement and assigning grades

Prevents districts of innovation from seeking exemptions from the uncertified teacher employment restrictions and parental notification requirements

Applies beginning with the 2026-2027 school year

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
