Requires providers with existing banned equipment installed before September 1, 2025, to disable and remove it as soon as possible, with permit exemptions for replacement infrastructure that is similar to what was removed

Mandates annual registration with the Public Utility Commission of Texas for providers using banned equipment, including payment of a registration fee and filing of contact information, geographic coordinates of affected service areas, and federal program participation status

Participants in the federal Secure and Trusted Communications Networks Reimbursement Program must submit annual reports by January 1 listing eligible replacement equipment and quarterly compliance reports

Establishes administrative penalties of $5,000-$25,000 per violation (with $10,000-$20,000 for false registrations), and bars non-compliant providers from receiving state, local, or state-distributed federal funds for infrastructure development
