Prohibits the discharge of Class B firefighting foam containing intentionally added PFAS (perfluoroalkyl and polyfluoroalkyl chemicals) during firefighter training

Prohibits PFAS-containing foam use during testing (calibration, conformance, or fixed foam system testing) unless required by law, state agency rules, or National Fire Protection Association standards, and conducted at facilities with proper containment and disposal measures

Requires use of non-fluorinated firefighting training foam or surrogates for firefighter training, with mandatory collection of used foam regardless of type

Does not restrict manufacture, sale, or distribution of PFAS-containing firefighting foam

Does not prohibit use of PFAS-containing foam during actual emergency firefighting operations

Takes effect September 1, 2025
