Voting members of the Texas Opioid Abatement Fund Council will serve staggered six-year terms, with four or five members' terms expiring on February 1 of each odd-numbered year

Council members must recuse themselves from reviewing, discussing, or voting on funding applications if they or a first-degree relative has a professional or financial interest in an entity seeking money from the council

The trust company may reallocate funds originally designated for counties or municipalities if those entities fail to deposit the money within two years of distribution or submit written documentation refusing the funds

Current voting members must draw lots at their first meeting after the act takes effect to determine staggered term expirations of February 1, 2027 (four members), February 1, 2029 (four members), and February 1, 2031 (five members)

Repeals Section 403.509(c) of the Government Code; takes effect immediately with two-thirds legislative vote or September 1, 2025
