Allows the Texas Department of Motor Vehicles to deny a dealer access to the dealer-issued license plates database if the dealer was previously denied access to the temporary tag database under former Section 503.0632(f), in addition to existing fraud-related grounds

Requires dealers to remove license plates when a vehicle is sold or transferred to them, and transfer those plates to a subsequent retail purchaser if the plates are appropriate for that vehicle class

Requires private sellers (non-dealers) to remove license plates when selling a vehicle; sellers may transfer plates to another vehicle titled in their name with department approval and a new registration insignia

License plates not transferred to another vehicle must be disposed of in a department-prescribed manner within 10 days of removal

Takes effect July 1, 2025, with two-thirds legislative approval, otherwise September 1, 2025; Texas DMV must adopt implementing rules by October 1, 2025
