Texas would join the Cosmetology Licensure Compact, an interstate agreement allowing licensed cosmetologists to practice across all member states through a single multistate license issued by their home state

The compact becomes effective when enacted by seven states, and creates the Cosmetology Licensure Compact Commission as a joint government agency to administer the agreement, with each member state having one delegate

Licensees must hold an active, unencumbered license in their home state to qualify for a multistate license, and must comply with the scope of practice laws of any state where they provide services

The Texas Department of Licensing and Regulation would serve as the compact administrator, with the Texas Commission of Licensing and Regulation authorized to adopt implementing rules and charge fees

Member states must share adverse action and investigative information through a coordinated data system, with discipline remaining the responsibility of the state where services are provided
