Requires each public institution of higher education in Texas to adopt a policy prohibiting students and student organizations from engaging in antisemitism-motivated violence or speech intended to imminently incite violence or unlawful action against Jewish individuals or the Jewish community

Mandates institutions establish disciplinary sanctions for violations, including expulsion of students or disbanding of student organizations

Defines "antisemitism" by reference to Section 448.001, Government Code, including examples specified in that definition

Prohibits institutions from spending appropriated state funds until their governing board certifies compliance to the legislature and Texas Higher Education Coordinating Board

Applies to the 2025-2026 academic year, with the funding restriction provision taking effect for appropriations beginning September 1, 2026
