Requires each school district to adopt a healthy and safe school water plan that includes periodic lead testing of water sources used for drinking or food preparation and provisions to reduce lead exposure

Mandates school districts restrict access to any water source within 48 hours if lead testing shows levels exceeding 15 parts per billion, and prohibits restoring access until subsequent testing confirms lead levels below that threshold

Directs the Texas Education Agency to collaborate with the Texas Commission on Environmental Quality, Department of State Health Services, and regional education service centers to develop a model plan by December 31, 2025

Requires all school districts and open-enrollment charter schools to adopt their water plans by September 1, 2026

Authorizes the Texas Education Agency to develop a reimbursement program for school districts' lead testing costs, contingent on available funding
