Prohibits the Texas Commission on Environmental Quality (TCEQ) from issuing new permits for domestic wastewater treatment facilities to directly discharge waste, effluent, or pollutants into qualifying low-phosphorus stream segments, assessment units, and their drainage areas

Qualifying water bodies must have at least 10 water quality samples taken over the 10 years preceding January 1, 2025, with 75% or more showing total phosphorus levels below 0.06 milligrams per liter

Exempts municipalities and river authorities from the discharge permit restriction, allowing them to receive new or amended permits for domestic wastewater discharges into these protected waters

Permits for municipal separate storm sewer systems and general stormwater permits remain unaffected by the new restrictions

Applies only to permit applications submitted on or after the effective date; pending applications will be processed under existing law
