TX SB1915

Establishes an annual energy savings goal of 1% for each electric utility, to be achieved no later than calendar year 2032

Requires the Public Utility Commission of Texas to adopt rules establishing a method for calculating the energy savings goal based on existing and expected electricity usage in each utility's service area

Applies to service areas where customers pay the annual energy efficiency cost recovery fee

Permits the commission to set cost caps for implementation and grant good cause exceptions for utilities unable to meet the goal cost-effectively

Requires the Public Utility Commission to adopt implementing rules by December 31, 2025, with the act taking effect September 1, 2025
