Limits eligibility for legal assistance to caregivers with incomes at or below 400 percent of the federal poverty level

Covered legal assistance includes consent to medical treatment for minors, authorization agreements for nonparent caregivers, temporary care authorizations, suits affecting parent-child relationships, and other legal proceedings related to assuming child care

Requires grants to be awarded through contracts that ensure the public purpose is accomplished and the state receives return benefit; authorizes the office to accept gifts, grants, and donations for the program

Authorizes the Office of Court Administration to adopt rules governing eligibility criteria, application procedures, grant amounts, evaluation procedures, and compliance monitoring
