TX SB192

Establishes the Employed Retiree Teacher Reimbursement Grant Program, administered by the commissioner, to reimburse public schools for increased Teacher Retirement System contributions when hiring teachers who retired before September 1, 2024

Eligible entities include school districts, open-enrollment charter schools, Windham School District, Texas School for the Deaf, and Texas School for the Blind and Visually Impaired

Legislature may modify eligibility requirements through appropriations, including limiting grants based on teacher certification, subject/grade taught, geographical area, or student population served (such as students with disabilities)

When demand exceeds available funding, priority goes to districts and schools with the greatest need, particularly those hiring retired teachers for special education or bilingual education positions

Applies beginning with the 2025-2026 school year and takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
