Adds a definition of "hotel" to the Local Government Code for public improvement districts, including properties that begin operating as hotels after a district is established

Restricts public improvement districts created after September 1, 2019 to undertaking projects only for advertising, promotion, or business recruitment directly related to hotels

Establishes new criteria for "qualified petitioners" who can sign petitions to create hotel-focused public improvement districts, including hotel owners, general managers, regional managers, and management company employees authorized to enter binding agreements on behalf of hotel owners

Requires petitions for hotel-focused public improvement districts to be signed by qualified petitioners representing more than 60% of the appraised value of hotel property liable for assessment, and more than 60% of all hotels or property area liable for assessment

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025; applies only to petitions filed on or after the effective date
