Transfers appointment authority for the public transportation advisory committee from the governor, lieutenant governor, and speaker of the house to the Texas Transportation Commission

Increases committee membership from 9 to 9 members total, with three members in each category: public transportation providers, transportation users, and general public representatives

Changes member tenure so all members serve at the pleasure of the commission rather than the officer who originally appointed them

Requires the Texas Transportation Commission to fill any existing vacancies on the committee by January 1, 2026

Takes effect September 1, 2025
