Requires the Texas Commission on Environmental Quality (TCEQ) to conduct regular tap water tests for lead, copper, and arsenic at all Texas Department of Criminal Justice correctional facilities and county jails, in addition to existing federal Safe Drinking Water Act requirements

Mandates that correctional facilities and county jails shut down any potable water outlet where contaminant levels exceed safe limits established by TCEQ rules, until testing confirms the water is safe for consumption

Grants TCEQ authority to determine the testing frequency necessary to ensure water safety at each facility

Requires correctional facilities and county jails to provide TCEQ access to conduct tap testing

Directs TCEQ to adopt implementing rules in consultation with the Texas Department of Criminal Justice and county commissioners courts, with rules required to align with federal Safe Drinking Water Act standards

Takes effect September 1, 2025
