Amends Section 43.405 of the Parks and Wildlife Code to specify how net receipts from saltwater fishing stamp sales may be used, removing the previous requirement that funds be spent on "enforcement" and changing "shall" to "may"

Authorizes stamp proceeds to fund repair, maintenance, renovation, and construction of saltwater fish hatcheries and facilities supporting saltwater fisheries management and research

Permits spending on restoration, enhancement, and management of saltwater fish habitats, as well as development of shoreline-based projects for saltwater angler access

Allows funds to be used for purchasing licenses under license buyback programs authorized by Sections 47.081, 76.405, 77.119, or 78.111

Takes effect September 1, 2025, and applies only to stamp sale receipts collected on or after that date; prior receipts remain governed by existing law
