Designates the portion of Business U.S. Highway 83-S in Hidalgo County between its western and eastern intersections with the U.S. Highway 83 relief route around La Joya as the SP4 Rodolfo Valdez Memorial Highway

Requires the Texas Department of Transportation to design, construct, and erect markers indicating the memorial highway designation at each end and at appropriate intermediate sites along the highway

The memorial designation is in addition to any other existing designations for the highway

Passed the Senate 31-0 on May 1, 2025, and the House 130-1 on May 16, 2025

Takes effect September 1, 2025
