Transfers appointment authority for the seven-member Agua Special Utility District board of directors from local elections to the Texas Commission on Environmental Quality (TCEQ)

Requires TCEQ to establish a formal application process including public notice of open positions, standard application forms, submission deadlines, and a review process to select the most qualified applicants

Establishes director qualifications requiring residency in the district, eligibility under Election Code Section 141.001, and demonstrated knowledge/experience in water utility management, public service, finance, or environmental management

Limits director service to no more than two consecutive four-year terms or eight total years, including prohibiting partial terms that would exceed the eight-year cap

Requires TCEQ to fill board vacancies within 90 days of occurrence and removes previous campaign finance filing requirements that applied when directors were elected
