Amends the definition of "abuse unit" in the Texas Controlled Substances Act (Section 481.002(50), Health and Safety Code) for Penalty Group 1-A substances

Changes how abuse units are calculated for unmarked/unperforated paper carriers from quarter-inch square sections to 10 milligrams of paper weight, rounded down to the nearest whole number

Maintains existing definitions for other carrier mediums (tablets, gelatin wafers, sugar cubes, stamps, blotter paper) and for liquid/solid forms (40 micrograms per abuse unit)

Applies only to offenses committed on or after the effective date; prior offenses remain governed by former law

Takes effect September 1, 2025; passed Senate 31-0 on April 16, 2025, and House 108-26 on May 24, 2025
