Requires the Public Utility Commission to establish rules directing ERCOT to create an expedited interconnection program for large load facilities (minimum 75 megawatts peak demand) that agree to stop consuming grid power and switch to their own behind-the-meter generation when directed by ERCOT

Participating large loads with behind-the-meter generation that agree to either supply power back to the grid or reduce consumption to minimum levels will receive priority in the interconnection queue over other pending applications

Generator interconnection applications for behind-the-meter generation will be processed in parallel with load interconnection applications for program participants

Applicants may choose to contract with approved vendors to perform required interconnection studies, procure their own equipment meeting utility specifications, and construct their own interconnection facilities

Studies evaluating interconnection applications for participating large loads may classify them as "non-firm" loads, and the effective date is September 1, 2025
