Establishes a 30-day waiting period before delivering a firearm to buyers aged 18-20 years old, starting from the date of sale or lease agreement

Creates a criminal offense (state jail felony) for sellers who intentionally or knowingly deliver a firearm to a person aged 18-20 before the 30-day waiting period expires

Provides a defense to prosecution if the buyer provides evidence they are a peace officer or member of the armed forces or state military forces

Upgrades the penalty for selling any firearm (previously just handguns) to a child under 18 from a Class A misdemeanor to a state jail felony

Takes effect September 1, 2025, and applies only to offenses committed on or after that date
