Requires the North Texas Groundwater Conservation District to consider whether a proposed well permit would provide water wholly or partly to fill ponds or lakes larger than two acres for aesthetic/landscape enhancement purposes

Applies to permits and permit amendments issued under Section 36.1146 of the Water Code (groundwater permits in priority groundwater management areas)

Applies only to permit applications submitted on or after the effective date of the Act; does not affect existing permits or pending applications

Takes effect immediately upon receiving a two-thirds vote in both legislative chambers, otherwise takes effect September 1, 2025
