Authorizes the Texas Water Development Board to provide grants to drainage districts established under the Texas Constitution for water supply projects, including projects that contain a flood control component

Prohibits the Board from disqualifying drainage districts from receiving grants based on lack of historical water use data, not providing retail water service to consumers, or not holding a certificate of convenience and necessity for retail water/wastewater service

Adds water supply projects with flood control components as a prioritization criterion for the Board when evaluating financial assistance applications, regardless of whether the applicant holds a retail service certificate

Expands the definition of "flood project" to include construction of multi-purpose infrastructure that captures floodwater, stormwater, agricultural runoff, or treated wastewater effluent and treats/distributes it to create additional water supply sources

Takes effect September 1, 2025; passed Senate 28-2 on April 10, 2025, and House 110-14 on May 2, 2025
