Allows independent school districts eligible for the small district allotment under Section 48.101(b) to reduce their board of trustees from seven members to five members by resolution

Requires the board to certify to the commissioner that it was unable to fill all trustee seats in the two preceding elections before decreasing membership

The reduction takes effect at the next regular trustee election after the resolution is adopted and does not shorten any current trustee's term

The resolution must include a transition plan so that trustees are eventually elected according to standard staggered election requirements under Section 11.059

Takes effect immediately with a two-thirds vote of the legislature, otherwise September 1, 2025
