Requires the Texas Commission on Environmental Quality to conduct quarterly testing for urinary metabolites at wastewater treatment facility intakes and outflows, with tests performed by accredited environmental laboratories

Mandates testing for 10 specific substances in gluconate form, including benzophenone, bisphenol A, estrone, ethinyl estradiol, musk ketone, pregnanediol, testosterone, tonalide, and mifepristone (an abortion medication)

Applies to all wastewater facilities within 10 miles of municipalities with 250,000+ population, plus at least 10 facilities in each of three smaller population categories (100,000-250,000; 25,000-100,000; and under 25,000)

Requires the commission to publish detailed testing records online, including sample collection dates, locations, test dates, and results measured in parts per trillion

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
