Creates a new "voting center" system allowing commissioners courts to establish polling places serving multiple election precincts, with each voting center limited to serving no more than 5,000 registered voters

Requires voting centers to be balanced in size, mandating the smallest voting center serve at least 95% of the voters served by the largest voting center in a county

Mandates early voting polling places be established at each location where voting will take place on election day, eliminating the previous discretionary approach to temporary branch polling places

Repeals the existing countywide polling place program (Section 43.007) and consolidated precinct provisions, replacing them with the new voting center framework

Requires election notices to include voting center locations and which precincts are assigned to each center, with notices posted at least 21 days before election day on county websites
