Prohibits pharmacists from dispensing opioids unless the bottle or container includes a warning label about the addictive nature of opioids and risks of respiratory depression and overdose

Requires the Texas State Board of Pharmacy to adopt rules mandating warning labels with language substantially similar to: "CAUTION: Opioid. Risk of Addiction, Respiratory Depression, and Overdose."

Directs the Board of Pharmacy to adopt the required rules no later than January 1, 2026

Applies only to opioid prescriptions dispensed on or after March 1, 2026

Takes effect immediately upon two-thirds vote of both legislative chambers, otherwise September 1, 2025
