Redirects money in the horse industry account to be used exclusively for law enforcement purposes, eliminating previous uses for horse racing purses and events that further the horse industry

Changes the 4.5% deduction from interstate cross-species simulcast pari-mutuel pools at greyhound racetracks from an escrowed purse fund to a deposit in the horse industry account for law enforcement

Removes the ability of horse racetrack associations and state horse breed registries to apply for funds from the account for purses or horse industry events

Maintains the $50 million cap on the horse industry account balance per fiscal biennium, with excess funds continuing to go to the general revenue fund

Repeals Section 2028.205 of the Occupations Code and takes effect immediately with two-thirds legislative vote or September 1, 2025
