Public higher education institutions must waive tuition and required fees for transfer students for a number of credit hours equal to those not accepted toward the student's degree program or awarded only as elective credit

The tuition waiver applies to credits earned in the sending institution's core curriculum or field of study curriculum that are not transferred for degree credit

The waiver also covers credits awarded by the sending institution for Advanced Placement (AP) exam scores or International Baccalaureate (IB) Diploma Program examination scores that are not accepted by the receiving institution

The Texas Higher Education Coordinating Board is granted authority to adopt rules ensuring compliance with course credit transfer requirements

Takes effect for the 2025-2026 academic year, with immediate effect if passed by two-thirds vote or September 1, 2025 otherwise
