Prohibits local governments from implementing roadway projects that reallocate existing vehicle lanes or turn lanes to other uses such as bike lanes, bus lanes, sidewalks, pedestrian islands, transit stops, or parking spaces

Prohibits narrowing existing marked traffic lanes to reallocate space for any purpose other than creating additional general-purpose vehicle lanes

Changes home-rule municipalities' control over streets from "exclusive" to "delegated" and requires municipalities to hold public hearings, obtain Texas Transportation Commission approval, and receive two-thirds voter approval before vacating, abandoning, or closing any street or alley

Establishes a complaint and investigation process through the Texas Department of Transportation, with the Texas Transportation Commission determining violations and local entities having 30 days to appeal

Penalizes violating local governments by prohibiting the Texas Department of Housing and Community Affairs from providing affordable housing financial assistance until the end of the following fiscal year or until a successful appeal
