Texas Education Agency must contract with third parties to provide in-person or virtual training for school district trustees, charter school governing bodies, superintendents, principals, chief financial officers, and other administrators on school finance and academic achievement

Required training topics include research-based reading and mathematics practices, interpreting assessment data, personnel contracts, fiscal management and transparency, capital planning, and governance under state and federal laws

Comptroller must establish a free, publicly searchable online database of all school district and open-enrollment charter school expenditures, including amount, date, payor, payee, employee job titles, and curriculum/materials vendors

Database must allow users to search and aggregate expenditures, determine total payments to any person, and download search results, with graphical representations like pie charts to enhance usability

Each public school must submit expenditure data to the comptroller annually and post a link on their website to their expenditure summary; comptroller must adopt implementing rules by December 1, 2025, with the Act taking effect September 1, 2025
