Requires the Texas Education Agency to contract with third parties to provide in-person or virtual training for school district trustees, charter school governing bodies, superintendents, principals, chief financial officers, and other administrators on topics including reading/math instruction, assessment data interpretation, personnel contracts, fiscal management, capital planning, and governance

Directs the Comptroller to establish a publicly searchable online database of expenditures for all school districts and open-enrollment charter schools, including the amount, date, payor, and payee of each expenditure, employee job titles for salary payments, and developer information for curriculum and instructional materials purchases

Requires the database to be searchable and include graphical representations like pie charts, allowing users to aggregate expenditures, find total payments to any individual or vendor, and download search results at no charge

Protects payee addresses from public disclosure (except county location) and exempts information identified as confidential under public information law, while providing civil immunity to the Comptroller's office for posting information based on schools' confidentiality determinations

Mandates each public school to submit expenditure data to the Comptroller and post a link on their website to their expenditure summary, with the Comptroller required to adopt rules by December 1, 2025, and the Act taking effect September 1, 2025
