Amends Section 22.003 of the Texas Government Code to add a new limitation on the Texas Supreme Court's rulemaking authority

Prohibits the Supreme Court from promulgating rules that interfere with appointed or elected officials acting within the scope of their constitutional or statutory authority

The restriction applies unless the Supreme Court is specifically authorized by other law to create such rules

Preserves the Supreme Court's existing authority to make rules of practice and procedure for state courts, subject to the new limitation

Effective date: September 1, 2025
